Florida third grade retention policy clarified by Commissioner Stewart on April 29th, 2015
Last year 20% of the students scored a Level 1 on the 3rd Grade Reading FCAT — that brought third grade retention into play.
This year, the legislature was caught in a bind — cut scores that set the Level 1, Level 2, Level 3, Level 4 and Level 5 scores will not be set until late in 2015 or later.
Then the Florida School Board was concerned with the validity of the new Florida Standards Assessments. Education Commissioner Stewart had planned to give students, schools and parents the percentile score for each student in June and then the Levels they achieved next December, after teams had reviewed the process.
When the Florida Board of Education questioned Commissioner Stewart, she chose to hold off on giving out any scores until the test is validated — which is supposed to happen by September 1, 2015.
