I recently read an article that said that Florida’s 3rd grade retention policy (third grade retention) was going to be suspended for the 2014-15 school year.
The logic was with the new Common Core Assessment, or Florida State Standards, the state was relaxing the 3rd Grade Retention Policy.
It appears now that many more students will face Third Grade Retention, as Florida 3rd graders will have to earn the same score as last year on the test. This may result in 25 to 30% of Florida 3rd Graders facing Third grade retention unless theyt meet a good cause exemption.
Last March, the Florida Department of Education published the Commissioner’s Decision for the new Florida Standards Assessments. Point 5 says:
since kindergarten, will be required to achieve a certain score on the 3rd grade ELA (English Language Assessment) in order to meet promotion requirements. The score will be determined in the spring, ensuring that students are appropriately identified for retention or promotion. Students not meeting these criteria may still meet promotion requirements through any one of six good cause exemptions. None of that has changed.
