We have already heard from a number of 1st and 2nd grade parents who received notice that their child’s reading “Needs Development” and/or is not meeting grade level standards. With the much harder third grade standards, there may well be an increase in the number of 1st and 2nd graders who face grade retention. While the evidence that this helps is scarce, the political realities are that this may happen.
Below is a chart that shows reading comprehension levels A though M for students in 1st and 2nd grades. This is the scale that Palm Beach County and others use to measure reading proficiency (fluency and comprehension).
Students in first grade who are Struggling Readers or Need Development start out at an A or B reading level. By the 3rd period they should be at a Level F to be on grade level. A second grader should start at Level I to be proficient and by the 3rd period should be at Level M. Students who need development might be anywhere between an A or a G (just behind or significantly behind). As a parent, you must know exactly where your child is at any given period.

Towards that end, we recommend:
- You talk to your child’s teacher ASAP to find out where your child is at versus the level required to be proficient.
- If your child has an Individualized Education Plan or IEP, consider calling an Emergency IEP meeting to discuss what more can be done to help your child be at grade level by the year end
- Consider outside help
